Expression of Interest (EOI) for Financial, Legal & Litigation Services 2026 – BPPRA
The Balochistan Public Procurement Regulatory Authority (BPPRA) invites electronic Expressions of Interest (EOIs) from well-reputed legal and financial service providers meeting the eligibility criteria for provision of financial, legal and litigation services under closed framework agreements without rates basis.
Only electronic bids will be submitted; no physical bid is required. The services will be procured through the Electronic Public Procurement System (EPPS).

Procurement Method
The procurement shall be carried out in accordance with the Balochistan Public Procurement Rules – 2014. The procedure is a Closed Framework Agreement without rates. The shortlisting of service providers will be made according to the eligibility and technical criteria mentioned in the EOI documents.
Eligibility Requirements
According to the tender notice, bidders must have 3 assignments of similar nature and complexity and must be present on the Active Tax Payer List (ATL). The bidding firm must not currently be blacklisted by any procuring agency of Pakistan. Detailed eligibility criteria are provided in the EOI documents.

All three Expressions of Interest are scheduled for 10 September 2026. Applicants should submit their electronic bids through the Electronic Public Procurement System (EPPS) according to the specific time assigned to each EOI.
