The Balochistan Education Endowment Fund (BEEF) has announced the Chief Minister’s Merit Scholarships for Leading PhD Programs (CMSPP) under the Shaheed Benazir Bhutto Fully Funded Scholarship Program for Fall Session 2027.

The scholarship is designed for eligible students from Balochistan seeking PhD admission at World Top 100 QS-ranked universities. STEM subjects account for 70% of the scholarships, while Social Sciences, Humanities and Arts account for 30%.

Who Can Apply?

1. Applicants must not have any criminal record.
2. Applicants must be residents of Balochistan with local and domicile of the province, with permanent and present address of Balochistan on their CNIC. A residence certificate from the district administration is also required. BEEF may carry out ground verification.
3. The candidate must have secured at least 60% marks or 3.0 CGPA in MS/MPhil.
4. Permanent/regular faculty members of public-sector teaching/educational institutions and public service employees are not eligible. However, contractual employees are eligible subject to resignation from their job.
5. The applicant must have an unconditional/valid offer letter for PhD-level studies from a Top 100 QS-ranked university for the Fall Session 2027. Meeting the university's admission requirements, including language proficiency and visa requirements, is the responsibility of the applicant.
6. The applicant must secure at least 50% marks in the aptitude test to qualify for eligibility.
7. The applicant must not have availed any foreign PhD scholarship in the past from any National, Provincial or Donor Program.
8. Applicants must provide references from at least two individuals.
9. The maximum age is 40 years as of the closing date of the advertisement.

11. Police Character Certificate (PCC) issued by the District Police Authority where the applicant has resided in Balochistan

Application Process

Applicants must submit the completed CMSPP Scholarship Application Form along with all required documents for the 2027 study session. Incomplete applications will not be considered.

The screening process will use a weighted scoring system. The MS/MPhil or later degree marks carry 20% weightage, the HEC Aptitude Test carries 30%, the interview carries 10%, and the QS ranking of the university carries 40% weightage.

Final selection will be made on the recommendations of the selection committee/board.

Important Conditions

• Applicants must choose a subject within the defined PhD fields listed on the BEEF website. Applications for subjects outside the defined fields will not be entertained.
• Students from Balochistan who secure PhD admission in tuition-free universities ranked within the QS Top 250 may also be encouraged and supported, subject to the applicable selection and merit criteria.
• The annual intake of PhD scholarships is capped at a maximum of 10 new candidates within the allocated budget.
• The selected subject must be listed in BEEF PhD policy and offered in the applicant's selected country/university.
• Candidates must fulfil the requirements of the host university, which may include tests such as GRE or TOEFL.
• Applicants must not avail another scholarship from any National, Provincial agency or donor.
• If an applicant is unable to secure a visa or faces admission-related problems, the scholarship may be cancelled.
• Scholarship funds may need to be repaid if the degree is not completed.
• Deferment of the study program for the next year is not allowed.

Application Deadline

The application submission deadline is 30 April 2027. The advertisement states that the form submission period is from 1 February 2027 to 30 April 2027.
