Eligibility Requirements
- The firm must be registered with the relevant tax authorities, including FBR and Balochistan Revenue Authority, and must possess active NTN and BRA registration.
- The contractor must have valid registration with the Pakistan Engineering Council (PEC) for the year 2026–27 in the relevant category.
- The firm must possess the relevant specialized codes, including CE-09 (Solar), EE-11 (Solar Energy System) and other codes applicable to the relevant work.
- The bidder must possess a valid Electrical Contractor Licence where required.
- The firm must have a valid ISO 9001:2015 Certificate.
- The bidder should provide income tax returns for the previous three years.
- Dealership certificates and relevant purchase documents, including invoices, bills of lading and goods declarations for solar panels, must be provided where applicable.
- The bidder must have completed at least three assignments of similar nature involving solar-based pumping, water pumping schemes, pumping machinery or pipes.
- Relevant experience with government departments supported by satisfactory performance certificates will be considered.
- The bidder must demonstrate sufficient financial capacity and provide evidence of the required turnover and available credit limit.
- The firm must not be blacklisted by any procuring agency in Pakistan and must provide a declaration of non-blacklisting.
- For pipe supply works, the supplier must meet the manufacturer or supplier requirements specified in the bidding documents.
How to Apply
- Obtain the tender documents from the office of the Executive Engineer, Public Health Engineering Division Killa Saifullah after publication of the tender notice.
- Deposit the prescribed non-refundable tender fee through Green Challan in the National Bank of Pakistan under the account head specified in the tender notice.
- Prepare the bid in accordance with the Single Stage – One Envelope Procedure under the Balochistan Public Procurement Regulatory Authority Rules 2014.
- Attach the required 4% Bid Security (Earnest Money) in the prescribed form.
- Attach valid PEC registration, NTN, BRA registration, Active Taxpayer status, Electrical Contractor Licence (where applicable), ISO Certificate and all other required supporting documents.
- Submit the completed tender documents to the office of the Executive Engineer before 17 August 2026 at 11:00 AM.
